Our purpose

 

Welcome to Phillip Painter Safeguarding Consultancy. Our core purpose is to provide exceptional safeguarding services to nurseries, schools, colleges, multi academy trusts, local authorities and safeguarding partners. 

 

We firmly believe that professionals working with children and families have the power to undertake life changing actions. We are here to support you in carrying out this crucial work as a trusted safeguarding partner. 

Specialising in safeguarding training, supervision and reviews, trusted nationwide as a key safeguarding partner, Phillip Painter Safeguarding Consultancy offers you a wide range of safeguarding services to meet your organisational needs.

Service Level Agreements

A service level agreement ensures your organisation receives consistent, reliable and bespoke professional safeguarding support. Each service level agreement is bespoke, with clear priorities, scope of work and expectations discussed and agreed in advance, providing clarity, accountability and ongoing reassurance. Examples of agreements include multi academy trust safeguarding review, interim executive support, quality assurance, independent scrutiny and preparation for Ofsted inspection.

Projects 

Safeguarding support is available for individual project work to help review, redesign, and deliver. Helping organisations strengthen practice, systems  and governance. This includes commissioned safeguarding reviews, service and framework redesign, and end to end delivery of transformation programmes. Projects can be commissioned from all partners involved in the protection of children, such as local authorities, safeguarding partnerships and third sector organisations. 

Commissions can incorporate examples such as workforce development through the design and delivery of safeguarding training, tutoring and mentoring for practitioners and leaders, and the development of e-learning modules to support consistent, high quality learning at scale. Work is tailored to organisational context, regulatory requirements, and operational realities.

Phillip has extensive experience and credibility working with schools, colleges, multi academy trusts and local authorities. Trusted to lead and deliver on complex and large scale projects.

Most recently holding the executive role of Strategic Safeguarding and Risk Management Lead for a 17 school Multi Academy Trust, with principle responsibilities for safeguarding, attendance and behaviour. Phillip was responsible for the oversight of safeguarding arrangements for over 5500 pupils. 

 

Phillip has served as both a Safeguarding Advisor and an Education Safeguarding Manager for two local authorities in the North of England, North Yorkshire and Hull City Council. Central to these school improvement roles was ensuring compliancy with KCSIE and Ofsted inspection requirements . ​Previous experience also includes working in schools as a senior leader, holding the role of Designated Safeguarding Lead for over 4.5 years. ​Prior to school leadership, Phillip held local authority and school based roles in safeguarding, training, behaviour and attendance. 

 

Phillip is an accomplished safeguarding trainer, known for designing and delivering impactful and engaging safeguarding training . His work spans across safeguarding boards and partnerships and extensive school based delivery, having delivered to thousands of practitioners nationwide. He possesses a breadth of education safeguarding expertise from his experience as education lead for Channel Panel, national referral mechanism for human trafficking and modern day slavery, Ofsted/ESFA complaints and a wide range of other specialist panel memberships and engagements.

A highly experienced reviewer of school safeguarding arrangements, Phillip has reviewed safeguarding arrangements for over 130 different settings, from nurseries, primary schools, secondary schools, colleges and 6th forms, alternative provision, independent schools, special schools and independent non maintained special schools. Phillip previously designed and managed a local authority education safeguarding traded service. He has been commissioned to undertake reviews of school safeguarding arrangements following serious incidents and bespoke reviews for multi academy trusts. 

 

Phillip contributes to the national education safeguarding landscape by delivering training, development activities and contributing to publications. Having worked alongside organisations including the Department for Education, Confederation of School Trusts, National Association of Academy Safeguarding Advisors, Counter Terrorism Policing and the NSPCC.

With experience as a governor in primary, secondary, and special schools, he also chaired the Hull MAT Safeguarding Network, comprising fifteen multi-academy trust safeguarding directors.

 

Phillip is a member of the Association of Child Protection Professionals (AOCPP) Child Protection in Education (CAPE) National Association of Academy Safeguarding Advisors (NAASA) and the Association for Education Welfare Management (AEWM).
